ARTICLE II.

 

BUILDING CODE

 

Sec. 18-26. Adopted by reference.

 

            (a)        Chapters 21--25 of the 1993 edition of the Building Code, promulgated by the Southeastern Building Inspector Association, including all appendices, is adopted by reference in this section as if fully set out in this section and shall control noncommercial construction in the village.

 

            (b)        Chapters 50--64 of the ILHR, Wis. Adm. Code, are adopted by reference in this section as if fully set out in this section and shall control commercial construction in the village.

 

            (c)        Building permit fees shall be specified in the most current village board resolution. A copy of the schedule may be obtained from the village inspection department.

Sec. 18-27. Property record maintenance fees.

 

            (a)        Actual review. The Village of Mukwonago Office of Assessments creates and maintains property records for all real estate parcels within the Village of Mukwonago in which it has jurisdiction. Pursuant to W.S.A., § 70.32(1), all properties that are issued building permits are field reviewed, described, and valued by "actual view". This means that each building permit requires:

 

            (1)        Assessment personnel to initially process existing records or create new records;

 

            (2)        Physically review, onsite, the purpose of each building permit to document all property description additions and/or alterations; and

 

            (3)        Process the information gathered in the field to determine an assessed value.

 

            (b)        Fees to be charged for property record maintenance. Every person receiving an approved building permit from the village, in which said building permit requires an employee of the assessor's office to physically view onsite any descriptive property change in an effort to maintain the property record, shall pay a property record maintenance fee commensurate with the type of building permit issued by the village.

 

            (c)        Schedule of fees for property record maintenance. The schedule of fees for property record maintenance shall be specified in the most current village board resolution.

  DIVISION 2.

 

PERMIT FEES

 

Sec. 18-56. Enumerated.

 

            (a)        The permit fees for electrical projects in the village shall be calculated and paid as required by the most current village board resolution for electrical permit fees.

 

            (b)        Charges for items not specified shall be set by the electrical inspector as needed.

 

            (c)        The minimum permit fee, reinspection fee, and failure to call fee shall be set and paid as required by the most current village board resolution. Double fees are due if electrical work is commenced prior to issuance of a permit.

Sec. 18-57. Permit applications.

 

            (1)        Applications for electrical permits shall be made on forms supplied by the electrical inspector of the village. Completed forms shall be mailed along with payment or delivered to the village hall. In no case shall any electrical work be performed unless a permit has first been obtained from the electrical inspector.

 

            (2)        Electrical permits shall be granted or denied in writing by the electrical inspector within 30 days of the date of submittal of the application. The permit will expire if work does not start within 60 days of the application process date or if electrical work stops for a period of 60 consecutive days. The maximum life of an electrical permit is one year.

 

            (3)        Any permit issued in conflict with any provisions of this section shall be null and void.

 

            (4)        Exceptions. No permit shall be required for the following:

 

            (a)        Minor repairs or alterations such as repairing drop cords, replacing an outlet or a switch, replacing fuses in kind, changing lamp sockets or where the total labor and material cost is less than $100.00.

 

            (b)        Manufacturers of electrical equipment or equipment used for their testing.

 

            (c)        Maintenance of legally existing installations.

 

            (d)        Emergency work. In an emergency, the person, firm or corporations doing the work or causing such work to be done shall report the same to the electrical inspector immediately. Such work shall be in compliance with all codes and ordinances of the village, and a permit shall be applied for at the normal fee.

 

            (5)        Inspections shall be called for by the permit applicant for a time and date that the inspection will be done.

                Editors Note: Section II of Ord. No. 771, adopted Oct. 18, 2005, created provisions designated as § 18-87 and pertaining to applications for electrical permits. Inasmuch as said designation would place the provisions under the article pertaining to the plumbing code, the editor has redesignated § 18-87 as § 18-57 under the article pertaining to the electrical code in order to maintain the organizational style of this chapter.

  DIVISION 3.

 

LICENSES

 

Sec. 18-66. Electrical contractor's license.

 

            (1)        Electrical license required. No person shall install, alter, repair, remove, connect or disconnect any electrical wiring, fixture or apparatus in the village without first having obtained a license from the supervisor of inspections. Exceptions:

 

            (a)        Homeowner may personally install electrical materials or equipment in a single-family dwelling owned and occupied by him or her as their permanent residence. He or she must comply with all codes and ordinances of the village.

 

            (b)        Electrical utilities generating, distributing or consuming electrical power.

 

            (c)        Manufacturers of electrical materials or equipment for their testing equipment.

 

            (d)        Death or disability of the licensee. Permits issued can be completed by qualified persons without a new permit being issued. No new permits shall be issued until a new licensee has been obtained.

 

            (2)        Qualifications. Any person who holds a current village license or maintains state certification as a master electrician shall qualify for an electrical contractor's license.

 

            (3)        Supervising electrician. No sole proprietorship, partnership or corporation shall perform any electrical work unless at least one person connected with such sole proprietorship, partnership or corporation, either as owner, partner, stockholder, officer or employee, is licensed as required by this section. Such licensed electrician shall superintend all work done by such firm or corporation. No supervising electrician shall permit his license to be used by any firm or corporation unless he is employed at all times by such firm or corporation and actively engaged in supervising all work performed by the employer.

 

            (4)        License period. All electrical contractor's licenses shall be numbered in the order in which they are issued and shall state clearly the specific person for which the license is granted, the date of issuance, the fee paid and the name of the licensee and, unless sooner revoked, shall expire on June 30 thereafter.

 

            (5)        Electrical contractor's license fee. The license fee for a new and a renewal electrical contractor's license must be paid at the time the application is submitted to the village clerk. In order to renew a license, the previous license must have been issued during the previous license period. A late fee shall be added to any renewal application received by the village clerk after August 15. New and renewal license fees and the late fee shall be specified in the most current village board resolution.

 

            (6)        Revocation or suspension. Any license granted under the provisions of this section may be revoked or suspended by the electrical inspector if the licensee violated any ordinance or law relating to electrical work, or is guilty of installing electrical material or equipment which is a hazard to life or property. No license shall be revoked or suspended unless the licensee has been notified in writing of the charges against him or her.
