Utility Billing

The Village of Mukwonago provides water and sanitary sewer services to most Village properties.  To cover the costs needed to provide these services, the Village created a Water Utility and a Sewer Utility.  Listed below are the costs associated with operating these utilities as well as other information you may find useful.

Billing Information

The billing for water and sanitary sewer is on the same bill.  Bills are mailed out the first day of each quarter:

  • January 1
  • April 1
  • July 1
  • October 1

Bills are due at least 20 days after the date bills are mailed out. Billing Periods are from the first day of each quarter to the last day of each quarter. Actual readings are taken for every account (unless otherwise stated on the bill). Bills are calculated based on water consumption in addition to flat rates.

Sanitary Sewer Rate and Service Charge

The sanitary sewer rate is reviewed and determined by the Village Board during the budget process.

2017 Rate$6.55 – per 1,000 gallons of water consumed
2017 Service Charge $21.65 – per quarter


Summer Sanitary Sewer Charge Break
– “For residential users during the quarter ending September 30, the charge shall be the same as that assessed for the last quarter previous, ending June 30, unless the water consumption for this quarter is less than that for the quarter ending June 30, in which case the charge shall be for the actual water used. For all other users, the charge shall be per 1,000 gallons based on the metered water used.”  Sec. 86-238 (b) of the Municipal Code

Note:  Readings are actually taken at the beginning of September, so actual usage is for June, July and August. To receive the Summer Sewer Break, concentrate your summer water usage during those months.

Water Rate and Service Charge

The Water Rate and Quarterly Service Charge are approved and determined by the Public Service Commission of Wisconsin.  The current rates are as follows:

$4.30 per 1,000 gallons of water consumed – First 25,000 gallons used per quarter
$3.94 per 1,000 gallons of water consumed – Next 475,000 gallons used per quarter
$2.43 per 1,000 gallons of water consumed – Over 500,000 gallons used per quarter


Quarterly Service Charge

The charge is a flat rate that is billed quarterly. Charges are based on the size of the water meter, 5/8″ and ¾” meters are residential.

Public Fire Protection Charge

Under Wisc SS 196.03 (3)(b), the Village of Mukwonago has chosen to charge retail general service customers the public fire protection service on the utility bill.

This service shall include the use of hydrants for fire protection service only and such quantities of water as may be demanded for the purpose of extinguishing fires within the service area.  This service shall also include water used for testing equipment and training personnel.

The charge is a flat rate that is billed quarterly. Charges are based on the size of the water meter (5/8″ and ¾” meters are residential).

Private Fire Protection Charge

This service shall consist of permanent or continuous unmetered connections to the main for the purpose of supplying water to private fire protection systems such as automatic sprinkler systems, standpipes and private hydrants.  This service shall also include reasonable quantities of water used for testing check valves and other backflow prevention devices.

The charge is a flat rate that is billed quarterly.  Charges are based on the size of the Fire Protection connection.

Garbage/Recycling Charge and Storm Water Charge

The Village bills residential customers a quarterly recycling collection charge of $15.75.  The Village bills commercial properties who use John’s Disposal Service for garbage and recycling services.  The fees depend on the size and type of service.

In addition, several properties within Storm Water Utility District #1 are billed for storm water services.  All of these charges appear on the quarterly utility bill.  The 2017 rate is $8.52 per ERU (Equivalent Residential Unit) per quarter.  For more information on storm water, please visit the Storm Water Management and Utility page.

Penalties

After the due dates, penalties are applied to the remaining balance. The penalties are charged quarterly and are as follows:

  • Sewer Usage Charge and Sewer Service Charge – 10% Penalty
  • Water Usage Charge, Water Service Charge, Public Fire Protection, Private Fire Protection, Garbage/Recycling Charges, Storn Water Charges – 3% Penalty

Sample Bills

The following are a few samples of what a quarterly utility bill will be for 2016.  Water and sanitary sewer charges are based on consumption of water.  Because water habits vary throughout all families and businesses, there is no average consumption. Thus, there is no average utility bill. One family of 4 could use 15 thousand gallons of water per quarter while another uses 36 thousand.

Utility bills are 8.5″ X 11″ invoices.

For a basic residence that uses 10,000 gallons of water in a quarter (Quarters 1,2 and 4)

WATER CHARGES
Water consumption is billed in 1,000 gallon increments.
Water consumption charge = 10 x $4.30 = $43.00
Quarterly water service charge = $27.00
Total water bill charge = $70.00

SANITARY SEWER CHARGES
Sanitary sewer use is billed in 1,000 gallon of water consumption increments.
Sanitary sewer use charge = 10 x $6.55 = $65.50
Sanitary sewer fixed charge = $21.65
Total sanitary sewer bill charge = $87.15

OTHER CHARGES
Quarterly public fire protection charge = $32.70
Quarterly recycling charge = $15.75

Total bill for water, sanitary sewer, and public fire protection = $205.60


For the same residence that used 10 thousand gallons of water in the 2nd Quarter (April – June), but uses 50 thousand gallons in the 3rd quarter (July – September) from lawn sprinkling, car washing, etc.

Water consumption charge (First 25 thousand gallons consumed) = 25 x $4.30 = $107.50
Water consumption charge (Next 25 thousand gallons consumed) = 25 x $3.94 = $98.50
Quarterly water service charge = $27.00
Total water bill charge = $233.00

SANITARY SEWER CHARGES
Sanitary sewer use is billed in 1,000 gallon of water consumption increments.
Sanitary sewer use charge (not more than the 2nd quarter amount) = 10 x $6.55 = $65.50
Sanitary sewer fixed charge = $21.65
Total sanitary sewer bill charge = $87.15

OTHER CHARGES
Quarterly public fire protection charge = $32.70
Quarterly recycling charge = $15.75

Total bill for water, sanitary sewer, and public fire protection = $368.60


For a business with a 1″ meter and a 6″ Private Fire Protection connection that uses 35 thousand gallons in any quarter.

Water consumption charge (Next 10 thousand gallons consumed) = 10 x $3.94 = $39.40

Sanitary sewer use is billed in 1,000 gallon of water consumption increments.
Sanitary sewer use charge = 35 x $6.55 = $229.25
Sanitary sewer fixed charge = $21.65
Total sanitary sewer bill charge = $250.90

OTHER CHARGES
Quarterly public fire protection charge = $81.90
Quarterly private fire protection charge = $120.00

Total bill for water, sanitary sewer, public fire protection, and private fire protection = $641.70

 

Payment of Utility Bills

Bills may be paid by cash, check, or credit/debit cards.  Checks must be made payable to Village of Mukwonago Water Utility and may be paid the following ways:

  • In the Village Clerk’s Office at the Village Hall during normal Office Hours
  • Deposited in the drop box located near the Northwest corner of the Village Hall, in the parking lot
