82-191. - At certain hours and dates.
  1. a) No person shall park or leave standing any vehicle on any public highway of the village for more than 30 minutes between the hours of 2:00 a.m. and 6:00 a.m. from November 1 through March 31.
Sec. 82-226. - Required.

In all areas of the village, vehicles may be parked during the prohibited parking hours specified in section 82-191, provided the operator or owner shall first obtain a special privilege permit from the village police department after filing an application and paying a permit fee as required in this section. The fee is to be set from time to time by the village board, and the person obtaining the permit shall be responsible for the parking of the vehicle as authorized by such permit.

Sec. 82-227. - Alternate side parking.

Any vehicle parked pursuant to a permit issued under the provisions of this division shall be parked only on even-numbered sides of the street on those nights bearing an even calendar date during the portion thereof before midnight. Where parking is normally permitted only on one side of the street, vehicles parked pursuant to a permit shall be parked on that side of the street only, on every night of the week.

Sec. 82-228. - Application and permit.

(a) Contents of application. The application forms shall contain the name and address of the registered owner of the vehicle, the license number, make and year of the vehicle, the name of the month of issuance and the date of expiration, and a statement that the registered owner resides in the designated congested area and is unable to find other reasonable accommodations. 

(b) Contents of permits. Permits issued under this division shall contain a number, the name and address of the owner of the vehicle, the make, year and license number of the vehicle, the location where the vehicle is to be parked, the month of issue and date of expiration. The permit shall be a different color each month. All permits shall be numbered consecutively.

(c) Permits to be placed on windshield. Permits issued under this division shall be placed in the lower left-hand corner of the windshield or in such other conspicuous place as the chief of police may designate, while the motor vehicle is in a parked position.

(d) Monthly and quarterly permits. Separate permits shall be issued for each calendar month and shall also be made available on a five-month basis.

Sec. 82-229. - Fees.

(a) Monthly and seasonal fees shall be calculated and paid as set forth the most current village board fee schedule resolution.

(b) Issuance of such permits is final and there shall be no refund for the unused balance.

Sec. 82-230. - Exceptions; times night parking permitted.

(a) Night shift worker’s parking permit. Night workers who are not provided with off-street parking facilities by their employers may be granted emergency parking permits during the period of their employment, upon recommendation of the chief of police, subject to approval of the village board. Any permit issued under this subsection shall be displayed as provided in subsection 82-228(c). 

(b) Emergencies. This division shall not apply to licensed physicians and surgeons in emergency situations.

Sec. 82-231. - Winter parking on through highways.

(a) A night privilege parking permit issued under this division shall not permit parking in violation of any other provision of this article relating to time, place and manner of parking, stopping or standing of vehicles, including regulations relating to civil defense and snow emergencies.

(b) A night privilege parking permit issued under this division shall not permit parking of any motor vehicle within a cul-de-sac upon the streets as set forth in the most current village board traffic resolution.

Sec. 82-232. - Limitations on night parking.

A night privilege parking permit issued under this division shall not permit parking in violation of any other provision of this article relating to time, place and manner of parking, stopping or standing of vehicles, including regulations relating to civil defense and snow emergencies.
